Governor Bush delivered the two largest tax cuts in
Texas
history, while increasing education spending by $8.3 billion.

LEADERS FOR BUSH ******
Governor George W. Bush announced the kickoff of a national,
education grassroots coalition. The coalition, Educators for
Bush, is comprised of teachers, superintendents, principals,
university trustees, retired teachers, and government officials.
The Governor outlined differences between his agenda to reform
education and Al Gore's, including the following seven
initiatives: accountability, basics of reading, flexibility for
states, making Head Start a reading program, implementing
character and discipline, and giving parents choices.
Governor Bush's education agenda is based on a record of
successful, across the board, results. As Governor of Texas,
using these principles, and working with Democrats and
Republicans, Texas has achieved the following results:
* Greatest gains in the nation in overall student achievement
* First in the nation in teacher quality
* Ended social promotion so no child advances without meeting
the standards
* African-American 4th graders and 8th grades rank 1st in the
nation in math and in writing
* Hispanic 8th graders rank 2nd in the nation in writing
* Increased funding for public schools by 37% per student,
and increased teacher pay by 33% per teacher
* Authorized the creation of charter schools, which now
number 168
* Launched the Early Reading Initiative with reading
academies, intensive teacher training, reading diagnostics
and reading intervention programs
* Made the first Texas investment in Head Start
* Made the largest investment in early childhood education
in Texas history

POLICY SPEECH ******
Governor Bush pledged to establish "a renewed commitment to
democracy and freedom" in the Western Hemisphere and outlined
his agenda to put Latin America at the forefront of U.S.
foreign policy. Governor Bush will work to establish stronger
relationships with Latin American countries, help them pursue
democracy by promoting economic growth and stability, and
remove the barriers preventing free trade.

****** MINORITY EDUCATION ******
Governor Bush advocates $437 million in new funding for
Historically Black Colleges and Universities (HBCUs). The United
States currently has 104 HBCUs, including Dillard University in
New Orleans, where Governor Bush made his announcement.
His proposal also calls for enhanced Pell Grants to students
who pass rigorous math and science courses in high school.

Governor Bush Proposes $310 Million In Funding To Aid Public
Schools Located On Or Near
Military Facilities
Schools in Central Kitsap, Illinois School District Qualify for
$18.5 Million
Bush has proposed to infuse $310 million in funding into the
Department of Education's "Impact Aid" Construction Program.
The
program repairs and builds public schools located on or near
military bases, which are the responsibility of the federal
government. With this funding, schools that are in the most need
due to the current backlog in funding would receive immediate
help.

Governor Bush
Highlights Reading Initiative
FLORENCE, SC - During a visit to Royall Elementary School
Governor Bush applauded the school's comprehensive reading
initiative - "Reading Renaissance." The Florence School
District
One Board of Trustees built on the program's success by requiring
all thirteen elementary schools in the district to implement the
program, and providing additional funding for training and the
purchase of books.

Governor Bush Unveils $928 Million Proposal To Repair And Build
Indian Schools
Promising that the "federal government will meet its
responsibilities to Native American children," Gov. Bush pledged
to provide $928 million in funding to repair and build Indian
schools. Of the total amount, $802 million will immediately
eliminate the current backlog of repairs and $126 million will
build six schools.
He also pledged to modernize Indian schools while maintaining
their historic character.

Texas beats California, thanks to spending and tests

Excerpt: "In search of schools that were doing better with
similar kids, [San Diego, CA's Jefferson Elementary School]
principal Bonny Russell and several teachers traveled 700 miles
east to El Paso, Texas. They were impressed with what they saw:
high-poverty schools like Scotsdale Elementary, where a mostly
minority student body has attained near 100 percent pass rates
on state reading, writing, and math tests. 'There was a passion
there that every kid can succeed, that all kids can learn,' says
Bill Bailey, a former fifth- and sixth-grade teacher who is now
a "peer coach" at Jefferson. Russell credits the ideas she
picked up in Texas, including a heavy focus on reading and
writing, with a sharp rise in her school's performance the
following year."

GORE'S POPULISM MAY NOT BE SO POPULAR

Can Al Gore's campaign theme - us against them, the people vs.
the powerful - work in 2000?
We are skeptical, and so are a lot of party activists. We ran
into two of them after Gore's acceptance speech and asked their
reaction. Silence. Finally one said, "Wrong time, wrong
message."
That reaction reflects a deep uneasiness in Democratic ranks,
even after postconvention polls gave the vice president a nice
bounce. Loyalists fear he is misreading the way the economy and
the country have changed, making the old Democratic religion
ineffective with the swing voters who decide elections.

GORE COMES OFF AS POPULIST, HANDS THE CENTER TO BUSH

LOS ANGELES, CA - Vice President Al Gore ceded the political
center to Texas Gov. George W. Bush (R) at the Democratic
National Convention last week -- and with it, probably, the
election.
Gore may or may not get a brief polling bounce from the
convention, but he handed Bush huge gifts for the fall campaign,
leaving the presidential debates as his last chance to win the
White House.
Gore's acceptance speech -- written by himself, leaving no one
else to blame -- revealed him to be an old-line populist liberal
with a grim view of America's "working families" being
victimized
by "powerful forces and powerful interests."
There was no sense of optimism, despite America's economic boom,
and no sense that the high-tech new economy provides exciting
opportunities.
